I think the pyrotechnics are intended to burn out before reaching the ground. They are intended to spoof IR missile seeker heads, so would only be needed if high enough to be vulnerable to those weapons. Not that setting a ground fire couldn't happen, but in normal usage of these things I don't think it's too likely. The firing of a missile is more likely to cause a fire.
