I finally came to the conclusion that it was not in Britain, (those mountains didn't look very England-like either...) and that the Blenheim Palace clue was either a red herring or that there was some cultural connection that was going completely over my head. There is a road controlled by traffic lights that intersects the runway and it's called Winston Churchill Avenue who was born in Blenheim Palace. Knew about Churchill being born in the palace but didn't know about the road across the runway at Gibraltar. I found three places in Britain that Iberia and Monarch both serve, but of course struck out on all of them... Well, good clues and a good hunt. It was in fact your post about its short runway and Ryanair's hard landings on it that made me want to fly there - now I fly E190s (half the size of the B738 but still) there for the VA and it's one of my favourite destinations.
