An Otter is a subfamily, Lutrinae. The Control Tower is the highest in the world standing some 466ft. above the ground, located on top of a tall building. Hotel Alpha on the a/c tail is Harbour Air and they fly Otters. So I put Hoover into Vancouver and you can fly by Harbour Air in a Otter sea plane from here to Victoria.So it had to be Vancouver Harbour Water/Sea Airport and the Control Tower plus your picture confirmed it. I thought I would go with a slightly different one, and having caught Olympic fever, and having been there a few years ago, Vancouver was a natural choice. All your answers to the clues are correct, although with the nickname for a diesel locomotive I was meaning the British Class 40 diesels which were known as Whistlers.
