Most were on approach to Norfolk Naval Station, coming over the piers, or approaching USS America while the destroyer I was on was plane-guarding for them. It looks like it is a custom one of a kind homebuilt around the Waterman Aeromobile model, but only very loosely. I think you will find the designer was Ottone Baggio and the aircraft is the Baggio Il Gallo.
